Now look at it from the other driver's point of judgment. This driver is doing nothing wrong, driving while sober, within the correct lane and in full control of their body and vehicle. The drunk's vehicle comes into their lane and there is a collision.

Sounds more than unprejudiced to me. If someone chooses to drive drunk, and endanger everyone on the road, he apparently has poor management abilities and wants to be taught better skills.
