Hippie Hank is right if the seller doesn't own the liquor store. If a liquor store sell alcohol to a minor the owner will face charges for contributing to the delinquency of a minor. They will also lose their liquor license forever which is the definite penalty because that could amount to over a million dollars of revenue lost over the rest of the business owner's duration.
As for the kids, the law treats it as the equivalent of dealing drugs, because for minors alcohol is an against the law drug.
