What's the difference between a will and a testament?

Why are they always contained by the phrase together, "last will and testament?" What's the difference exactly? Can you enjoy one without the other? My concern is who would become guardian of my child, not who would inherit any assets.

Should welfare caseworkers be held accountable for impossible judgment?

When investigating reports of ill-treat or unsafe living conditions as well as other types of complaints do you quality the caseworker involved should be held accountable for doomed to failure judgment? I'm so sick of reading something like kids that were appallingly abused and/or starved literally to death and not a soul knew in the order of it even though CPS was notify and cleared the complaint as unsubstantiated. Evidence of multiple ER visits, university, relative and neighbor reports not even being address. I know they have filling case loads but when they state they worked near the family and the symptoms be still there why don't they telephone the police and make a report and own it on record? I propose, these people sometimes remove the kids 2-3 times single to return them and many times pause up retrieving a child too late to aid. Why in cases similar to this are those workers not held accountable.
Answers: I'm a foster parent. Sadly, this nice of thing happen far to often. Allot of times, it's not the caseworkers mistake the child is returned, but the judge's. I think whenever something happen like that, the undamaged case should be reviewed. If the caseworker did not afford proper information, then yes it is in that fault, and should be punished as expected. Sometimes, the cops fail to report information.
