If you are coming to the U.S. to study, why would you miss the first daylight of class, plus all the location activities that your arts school may require you to attend? That's the doubt the immigration officer at the port of entry will have. You are better past its sell-by date entering the U.S. on or before the expected afternoon. Although Dec 23rd is a weird date as no university will start in the middle of Christmas Holidays. So I assume explicitly a hypothetical date.
I am not sure the consequence of entering after the expected date. You will probably get sent to minor inspection for an explanation. I don't think it is an automatic denial if you hold good drive. You are only EXPECTED to report no after that than the date, which is different than "you are required to report no later than . . ."
Finally, if you enjoy 4 days before the expected date, you are not going to kind the F-1 interviews. I think welfare is a right program for people who are legitimately inept to work due to a disability. It is a good to back these people stay afloat until SSA benefits are approved. With that self said, I also think that it is disgustingly flowing for people to thieve advantage of the welfare system. As a social worker, I am constantly confronted beside people who own PA benefits because of laziness. I dream up that there wishes to be more stringent policies regarding getting inhabitants on PA to go to work. I also come up with that you should have to wage back the PA benefits that you received if you fall down into the "lazy, not disabled" category.
In response to PA person for single mothers who can't work...my mother was a single mother. My father a trash bag that wouldn't wage child support. Mom worked! We spent not one day on welfare growing up. *Surprise* you can work AND angle children.
The vast majority of those on welfare are only on it for smaller number than one year. There are actually intensely few people (percentage wise) who receive welfare and knock about the system. It appears quite clear to me that you in actuality know very little nearly the welfare system and are just relying on lies you own been told by others who also do not know anything going on for the welfare system.

There is like mad of waste. There are tons incompetent workers and managers and supervisors working at the welfare organization that has really no idea of how to run a business, they own no business sense. And they are very incompetent.
In some states and counties, they produce an exorbitant salary from the taxpayers.
