Tampons not a basic necessity? ... What!?

Understandably most food items are not tax. In addition, toilet tissue and other items that are considered to be 'basic necessities of life' are also not tax. I'm curious why tampons, feminine pads/liners and other menstrual products ARE taxed? Or... conceivably us girls are just expected to use to use a see of toilet tissue? So then possibly we should all still use out-of-date newpapers & magazines to wipe ourselves after going to the bathroom?

Any thoughts? Also, I tried several search and could not find any reliable & indepth information on federally mandated retail exemptions so if someone could point me contained by the right direction that would be fabulous.
