I would say it would not work, because if it did we would hold groups of people in recent times saying they are gay to avoid a draft. Perhaps they would enjoy a test - close to you'd have to bestow the senior officer at the center oral sex or something. I'd say-so the ones on the upper end of the go up are less of the victims because they're purely further up; but that's my underdog bias showing- I am not ashamed.

Yes unsurprisingly. There are many crimes that may hold no victims, but in essence are still unpromising. Here are a few I could come up with:
Use of drugs (alcohol, tobacco, coffee, marijuana, opiates, etc)
Prostitution
Homosexuality
Suicide
Abortion
Gambling
Exhibitionism

My inference is that people who own pitbulls do so for lone one reason; inculcate the dog how to be mean.
They are, by outlook, a viscious animal and, if they are not trained from puppyhood to become socialized, they are a danger to those around them - including the clan who owns them.
I think the breed should be outlawed.
I conjecture the owners play a part, but near is something to be said about nurture AND make-up. Every dog is born with their own temperment. I have an idea that you can have them, but be wary...
