Who legally have to pay return shipping for an incorrect item?

My give somebody the third degree is in two parts.1. if you command from a merchant online and they send the wrong item, do they legitimately have to reward for the return shipping of the item? 2. if you buy something from a person on an auction site, they distribute you the wrong item, is it their legal responsibility to clear for return shipping? I mean within a court of law would they be held responsible? I hold been an online and catalog shopper for heaps years and had few or no problems near merchants making it right for the customer. I have also be an avid "auction site" buyer/seller for over 7 years. Recently had a discouraging experience there and found out that the auction site and the salary site do not hold the seller legitimately responsible for paying return shipping even though THEY made the mistake and sent me an item I did not buy nor do I even want. Answers: I think we should hold a series of work farms somewhere within the midwest where adjectives sex offenders convicted of serious sex crimes (like hostile rape or pedophilia) work for the rest of their lives. The rehabilitation rate for these crimes, with or lacking "therapy" is extremely low, and it's the most vulnerable of our society that recompense the price for their crimes. (I also think that deadbeat moms and dads should be sent within until they're willing to work and support their children.)

This is a terrible crime and even if they 'can't help' their mental state they MUST not act on them. Unfortunately I envision that most do. If my daughter was molested at hand would be no punishment too severe for the person that did it.
I muse it should be handled on a case-by-case font. Not all sex offender are pedophiles or violent. There hold been cases of someone that have too much to drink being caught urinating within an alley. Because he have to expose himself, he was labeled a sex wrongdoer (even though no children were around the nouns at that time). Or there is also the freshly turned 18 year old boy that have consensual sex with his soon to be 16 year outmoded girlfriend. If the age of consent in that state is 16, he is immediately a sex offender.

Anything between these two can be handle in a few different ways. I think counseling should be offered to individuals who haven't certainly come into physical contact with a child - for instance, family who simply distribute or look at child pornography; people who are sexually aggressive within chatrooms towards children; people that are visibly interested in getting their rocks past its sell-by date with a child but haven't done it all the same (I think next to enough counseling of potential predators close to these will reduce sexual crimes against children. This should be combined near an ankle monitor bracelet and probation to make sure they stay away from children at adjectives times).

3. I think that this is an impracticable idea, but of course something to daydream just about if your child's life have been artificial by a pedophile. I think it is mandatory that everyone receive a monthly letter that informs citizens of every registered sex perpetrator that lives within a hundred mile radius of their home. Okay, going on for a month ago, my friends and I noticed that our algebra guru (who is a woman) has be getting VERY close to the student teacher (a man) who help out in our class.
