Nevada legalize brothels and prostitution. Holland does so too. Other countries are equally enlightened. Here's the factors I see.
1. If you normalize it, you get to set standards of cleanliness and safekeeping. Like the workers must be free of communicable diseases and must undergo regular examinations to verify that condition. You would also be capable of force better documentation of the workers.
2. The workers (now in a legally recognized "service" industry) can get hospitalization and other benefits, including credit on paying into social shelter. Further, if they can get medical benefits, they can any get the employer to income for the regular exams for diseases and such - or they can take the cost out of their taxes.
3. The "independent contractors" who totter the streets eventually get forced to lift their business where everyone else does their business. This would exterminate some of the violence (done BOTH ways) to those independents.
4. The management could chalk up another source of income from the occupational license and "sales tax" receipts.
5. We could free up greatly of the vice cops to other duties.
6. This would actually REDUCE or END sexual slavery as a process to keep a stable of "workers" - because of the notion of inspections by law enforcement. Not single that. If the profession becomes trial, the workers don't need to stow for fear of prosecution for anyone a prostitute. There would be no legal cost for that admission any more.
Not to mention that other types of profession suddenly become possible. For example, a tremendously different form of sex therapist. A instrument to TEACH young boys how to please their partner. I agree with you, the roofer be responsible, and the roofer also, I'm sure, has insurance to cover that type of entry. Plus, what damages are left if the roofer fixed the destruction? What additional repairs inevitability to be done? If paint damaged it, and the paint be removed, as long as the removal didn't cause any second damage, afterwards your neigbor doesn't have a travel case.
