The truth is our country be founded on Christian principles. You will not be able to go and get rid of that without destroying the country as you know it. Read the first amendment again. It states CONGRESS shall make no imperative. It doesn't say anything nearly separating the people from religion. Good question/point you raise. I enjoy to routinely testify in court and as a result must 'swear' on the bible. I think it's to some extent amusing, really. I have the utmost respect for the bible, the religions and inhabitants who recognize it as a religious document, but to me, it holds no intent. Neither does 'swearing' on it.
Don't get me wrong, I other swear to tell the truth and and so I do - but its got nil to do with the book on the table. I guess it's supposed to remind family of a higher power and further compel them to be honest. Maybe it comforts others by convincing them the creature who swore on a bible is less gifted of lying. I realize I'm answering your question next to more questions, but within really isn't an clear answer other then our rule was started by immensely religious people and near will always be traces of that see. I don't want to start a debate about religion, but isn't a non-Christian swearing on a Bible only like a Christian placing his/her foot on a peanut butter and jelly sandwich? The court use of a Bible is undemocratic and unconstitutional of course, as if the employment of a chaplain for the Senate, etc. or posting religious doctrine contained by statehouses or courts.

If you insist on your rights, I do not believe any state has the right to prohibit your refusal of the bible nor the right to deny you the recognized religion's holy book of your choice. They also now ask you, when you are anyone sworn in as a witness, to "swear or affirm" -- affirm plan that you declare lower than penalty of perjury that what you're just about to say "is the truth, the intact truth, and nothing but the truth."

On a philosophical height, and even if we only stick near civil and political rights, how do you measure violation? would it be the fewest violations by number (even if they be very serious) such as torture and detention without trial (cough, Guantanamo Bay, cough) or the smaller quantity serious violations (even if within were many) (1.2bn Chinese aren't allowed to join up unions)?
If you want a legal answer, tons countries have no judgements against them from the UN Human Rights Committee (though UK does) so it is a tie.
within response to comments above, i think you will find Turkey have had the most violation under the UNHRC, but whether you can vote this means what occur in some areas of Turkey is worse than genocide surrounded by Darfur or the Israeli treatment of Palestinians is very get underway to question.
