Guess what..you will find this in any carriage of places throughout your lifetime..colleges, employers, public places, etc. You hold the right to speak freely, but that is not an authentic right that lets you say-so whatever when ever you choose.
Generally full rights of citizenship are just granted to those that have attained the age of majority.
