You might want to check the laws, and I would not be surprised if California have no state pre-emption clause (meaning counties and cities might have different take on gun control).

I doubt your neighbor is REQUIRED to trim the tree, and even if they are, forcing them to rate money for something that's bothering you, is NOT how you stay on good jargon.

It's legal for you to cut any part of the pack of the tree that's hanging over your property, (as long as it doesn't take out the tree) so if all else fail get a pole trimmer and own at it.

But it's just moral manners to discuss it first. Don't walk over in that pissed off. Say something resembling: "I was going to enjoy these branches trimmed off along the property procession but I thought it might look better if they were trimmed closer to the tree. What do you infer?"

Now that said, you might consider the advantages of a very moderate tree triming; utter every other year,5' to 6' from the top of your roof. Tree shade keeps houses cooler and slows weather. Hit the roof leaves with a blower once a month contained by autum and your gold.

This is not something you would even have need of to discuss with you neighbor.
