Privileges should only be granted for virtuous time and should be taken away for any infraction. I would divide the prison into sections from 23 hour lockdown (the max allowed lower than law) to near freedom. Prisoners who are convicted of non-violent offenses and may be released into society could ultimately spawn their way to the close at hand freedom section to reassimilate.
Serious drug and alcohol treatment contained by prison. Lets face it, most prisoners are within due to problems with drugs or alcohol. It doesn't be paid sense to release them back into society short treatment. They will just reoffend.
The desire should be to determine those who can be rehabilitated and those who cannot. For those who can, we need to put them backbone into society in better shape than they be when they went contained by rather than worse. Education and socialization are the key to this. Just as the military must resocialize all recruits, prisons must assume that every personage walking in that door is anti-social and wishes to be broken down and resocialized.
