First rotten, it is considered rape if someone 18 or older have sex with someone lower than 18. So there is no means of access it will ever be legal, regardless of parental consent
She is at the AGE OF CONSENT. They can't carry him on Statutory Rape, BUT will charge him with corruption of Minors. If he have ANY sense he will stop, if they are having sex, and any find someone his age or at least hang around until she is 18.
