Regarding Server Wages - Is Legal For Them to Pay $2.15 when not performing Server Duties?

Ok, my wife is a server. She has to work one hour prior to her shift doing setup. Afterwards when she closes and cleans up, she spends another hour doing that. She just makes $2.15 during that time. Shouldn't she be compensated normal min wage during those times. If so, what do you know to subsidise it up.
