I think that criminal should hold to serve jail sentences, not 1/3 of the time. Jail requirement to be more like prison, not approaching summer camp where on earth inmates mill around and socialize all time. The death cost needs to be hand out more in cases where on earth DNA evidence is present.

America have the highest incarceration rate contained by the world. The US incarcerates 702 of ever 100,000 adults. Canada, on the other hand, locks up 139 of every 100,000. Russia is the individual country that comes close, at 628.
