Why not issue international drivers licenses to non-citizens to insure that those driving are competent?

By the way, in that is a difference between "non-citizen" and illegal alien. Non-citizens are already eligible for driver's license in every state.

Although I truly believe those should be hired by qualifications, what AA is designed to stand for, but it actually does the conflicting from what it was originally implied for. And the results are: beneath qualified individuals get the job based on color and/or masculinity, colleges get qualified (under government influence) to produce the percent of minorities to plague the AA population quota at the sacrifice of credibility, etc..
