I believe most of ruling enforcement/fire dept are tested, but I don't believe public officials and especially teacher are. I was never tested surrounded by the years I've taught and don't know any coach that is.
Most individuals are tested based on job that require drug-free employees for safekeeping reasons..driving duties, etc. Teachers and most other public official wouldn't.

I'm not saying I disagree beside you. Just stating the facts. I have dozen of tutoring acquaintances who would be screwed y ever got tested base on their weekend enjoyment of the "the sweet palm leaf." I don't know any who do so during or before their edification duties.
What I mean by sanctuary duty is a directly related safety concern: Driving an automobile, possibly at dignified rates of speed; Can't have cops doing the exact same item that they are arresting people for etc.
