Answers: It really depends on the state. Here are two examples...

(a) A partaker of the Army National Guard or the Air National Guard may wear the uniform prescribed for the Army National Guard or the Air National Guard, as the case may be.

I don't know if this is "legal" or not. It sounds like your husband is one required to do this by the union and not the company.
Instead of looking at it negatively, I don`t know you should look at it positively. The union is what allows your husband to work for clad wages with clad benefits (even above average wages and benefits for his industry). The union is even in attendance to prevent him from being fired "at will".
If the league is supporting a local candidate for see, it is probably in the union's best interest (and as a consequence, also your husband's best interest) to help out!
Maybe you can own your husband bring one of your kids down to where he is hand out flyers so your kid can learn roughly political participation and the American political process.
