For a start, "waterboarding" is a form of water torture, and as such have a long and infamous history dating back to the Spanish inquisition and until that time. Those who think waterboarding is NOT torture would presumably also claim that thumbscrews and the rack weren't any.
As for things like loud music, cold floors, and sleep deprivation while they may or may not constitute PHYSICAL torture surrounded by themselves when used deliberately surrounded by certain ways they could okay constitute PSYCHOLOGICAL torture.
Something similar might be said for such techniques as flushing Korans (or Bibles) down toilets, or making race wear bras or to bark close to dogs. The implication of these examples is that what constitutes torture may oscillate from one individual to the next.

I'm not saying that's a impossible or wrong definition, but for my part I would mark out "torture" a little more concisely (if not necessarily as precisely): as an deed or series of acts calculated to "break" a human individual, whether in language of their physical or mental health, their spirit/courage, their moral/religious belief system, etc. The aim may be to punish them or render them more pliable so as to extract information. Or the torturer may simply be a sadist with no specific aspiration.

For that reason any of the technique on that list COULD constitute torture but one and only some are unambiguously so. For the others a lot may depend on the context, the intention of those who would inflict such technique, and the individual(s) they are trying to inflict them upon.
