The best that I can guess is that you are asking roughly speaking the percent of tinting allowed on car window. Why not just give the name the local DMV or cops and ask?

I live surrounded by TX too (at least I did for 27 years.) I've owned over 10 cars within that time. You can only tint the front windshield at the top 6 inches down. No other tint on the front pane is allowed. Front side windows can be as illustrious as 15%. Back side windows and reverse windshiled can be as high as 60%. That's what the cop told me after I get a ticket for the front side windows mortal too dark. (They be at 30%). The ticket was over 150 bucks. AND I have to remove the tint before I could achieve the auto re-inspected at the end of the year.
Hint: When doing your own tint - USE A HOT BLOW DRYER! It "shrinks" the tint so it clings tight to your pane - no bubbles.

I think you own to show you have suffered some sort of tangible damage due to his allegation. If you are not employable presently because of his statements, if you're wife and dog and dogs wife left you because of it, etc. Otherwise, the guy have to prove you took it. Where I live, if someone accuses you of taking something, and you deny it, you're on your own. They aren't going to come into your house and look for something unless they own some evidence to support the allegation. You probably don't have much to verbs about.

First, he is a bully and he enjoy doing this. Second, if he is repeatedly contacting you, he is looking for money from you.
Contact an attorney in you home town and ask him to dispatch a "demand letter" to this guy for you. Demand packages are what attorneys use to threaten someone with allowed actions. Most culture immediately stop playing the bully when an attorney is involved. Those that do not are the type of culture with whom you will obligation an attorney anyway.
You're from my father's generation. Your age group does not consult attorneys unless they have to do so. My classmates does. This guy will probably fold like a cheap card table if challenge.
By the way, I've never agreed a law enforcement agency that could do a "complete environment check." I used to work in a Clerk of Court's store room. The FBI's NCIC database (which the police use) is notoriously wrong.
