I just come accross an article which says that according to police reports contained by Canada, 79% of people Taser-zapped by police near were not armed. But this practice of giving exceedingly painful electrical shocks to unarmed suspects contained by order to generate them comply sounds a lot resembling torture to me. Wal-Mart, for example, won't do it.
