Is it legal (or morally right) for the owner of the hotel we work in to pay foreigners more?
Some of these girls have been working here for 3 years and are still only making minimum wage but the owner brings Russians here to work in the summer and they get paid more...what's up with that?

Do they all perform the exact same job and have the same experience? Not that these matter too much, as the owner can decide how much he pays his emplyees.

Don't know why you are bringing color into it, especially since Russians are considered caucasian. The question was regarding nationality, not race.

Is the owner Russian? Did you ever think maybe they are his relatives and how do you know how much they are making? Just do your job and stop hating.
He can pay his individual employees whatever he wants as long as it's at or above minimum wage. If you or the girls don't like what you are being paid then you have the right to leave.sorry.
As long as the individuals in question have the right paperwork to work in the US, of course
An owner can pay any employee not covered by a labor agreement (union) what ever he wants. The criminal part is how he reports it to the IRS.
