Can a stalker give moral advice to the victim or her signifiant other?

This stalker is obviously devoid of moral values, because he seems to have no scruples about watching a strange woman who has no interest in him and never ever will. His moral values are so shallow that he does not feel anything wrong with continual harassment, intrusion into the victim's private life.
But he feels the victim and her best half should however be pious and saintly and keeps slandering them. Is this sickness?
What does one do? Calling the police did not work. No hard evidence is available. Any services or organizations against stalkers available out there?

Didn't you just post another "stalker" weird question? Are you a stalker? Stalking people is essentially a precursor to physical violence, and only their delusions and mental illness would make them in any way think they are qualifed to give personal advice to the people they are tormenting. Get help!
