Legality of the lockpicks?

I'm curious about the legality of lockpicks. As far as i know, some states made it illegal just to own a pick (homemade or store bought), while some allows you to own a pick set for a legal use. This next question is probably more familiar to the travelling kind. Is it legal to carry a lock pick set to an airport, in a plane, and the airport of destination. P.S. : Is it legal to buy & own picks in Florida?
