Indian Tribes and casinos, laws?

They are thinking about building a casino in MAssachusetts, and the Indian tribe has to apply to the federal government to get a permit to have their own soveriegn land?? To basically not be part of the United States? Is this correct? There are two casinos in CT that are run by Indians. Are they subject to American laws if they have their own land? If not, why do you have to be 21 to go there. Can you sue these people, if you get hurt on their property? Any references on this would be great.
