Petition for expungement?

I need to file a petition for expungement in the state of delaware. I currently reside outside of the state, so I need to do it through the mail. I filled it out wrong the first time. I got new sheets, filled them out, then send them again (after reading instructions cafeful). However, everytime I try to send it, they send it back. How do I get it notarized without having to go to the building? Why is this such a difficult process to just send it through the mail.? I need to get this done because I have just graduated and I am in the job hunting process! HELP!

unfortunately a little dirty secret about expungement, while you can have certain criminal records expunged, and then legally you can answer no on a job application if they ask if you have ever been convicted of a crime, more then likely your conviction will come up when the company does a background check

the large data collection companies which collect public data to sell to companies, landlord's who do background checks are under no legal duty to remove your criminal record even if it was expunged, hence if you are in the system your criminal record will come up in a back ground check
