Can absconded mental patient be legally forced to return to a UK facility. Now happy in R.O.I. facility?

Absconded to Irelnad where she would like to remain in a facility there.
UK authority authority wants here back.
But she wants to stay where she is.
Can she do this?

were is she a citizen, if she is a uk citizen then she would have to be granted amnesty and renounce her citizen ship with the uk,
but if she is mentally deficient or insane (lack of a better word) she would have have her legal guardian or person who retains her legal rites to file for it, i would advise asking the lawyers that represent the facility about it since they would have information and resources on the presidence of the situation and similar ones
