No. It used to be legal to buy marijuana seeds by the pound as bird seed years ago but the seed had to be sterilized so that it would not germinate. I used to get it for my pigeons at the feed store as hemp seed.
Marijuana is defined in botanical terms, not chemical terms. I would find a lawyer who is also a botanist. Regardless of state law, however, it is almost certainly a federal crime.

NO. If you really want to buy marijuana seeds, you'd be better off buying them from a buddy who smokes than off the internet anyway.
Also, I'm not aware of anywhere you can buy marijuana seeds off the internet. If you ever look at that stuff they sell in High Times and such, it is NOT ACTUALLY MARIJUANA. It's supposed to look and taste just like marijuana but contains no THC, which is kind of takes away the purpose of smoking weed.
