Does non custodial parent who doesn't pay child support have the right to see the kids?
Its getting harder to survive, specially being a single parent. The kids are getting older and need more things eX doesn't help. He hasn't paid child support since his wife kicked him out and divorced him. Unfortunately she was the one who got him to start paying but she got smart and divorced him. Again he stopped paying child support but hes driving a new Sports car and have a business of his own, also renting a house by the river with his girlfriend. But he has no money for his own children and can't help with school supplies. The state hasn't put him in jail yet and he does this all the time, he knows I need the child support to survive and I have to apply for foodstamp so we can eat. What can I do and why isn't the state doing something about it? I have reported him and nothing have been done yet. He finally want to see the kids but all he does is brag but no money for child support. I guess he feels like a man when the kids call him dad,kids tell him what they need but no money.

If the Court has granted your husband visitation rights, then his failure to pay child support is immaterial to whether he may have visitations...if there is a court order saying he has the right, you violate the order by refusing to allow the visits.
If there is no court order with regard to visitation and you have full legal and physical custody, then you do not have to allow visitation. Usually there is some provision about visitation though.
I can only imagine how frustrating it must be trying to support your kids and get this deadbeat to pay up. If you haven't already done so, establish a regular contact with the child support enforcement division in your area and keep track of your contact with them to keep them accountable.
Also, remember that you have been raising your kids and that you have been doing a great job without him. I am sure that your kids are smart and they know where their food comes from, as well as their love. Your ex is going to have to answer to them sooner or later about why he doesn't help. I doubt they will let him off the hook on this one.
