Not necessarily. Not all felony convictions count. You must contact the probation officer familiar w/ your particular case to find out.
Just wanted to add that while a couple below are true also, PLEASE check w/ the probation officer you used even if NOT on probation currently. Check w/ them even if you ARE! There are ALWAYS exceptions as it is not a clear cut rule. For example, if you need to travel due to very poor health or heaven forbid, death of a family member, your officer can approve it, or take it to a higher level. That is just one example of the many loopholes.
Please don't listen to any of us 100%, CHECK w/ probation officer as I said before- you certainly don't want to pay the $97 fee and then be denied as it won't be refunded!

If you have a felony *warrant* outstanding, this is true.
If you have a felony *conviction*, this is only sometimes true. "A passport may not be issued to a person convicted of a felony federal or state drug offense if he used the passport or otherwise crossed an international boundary in committing the offense." Sometimes terms of a parole also stipulate you can't travel internationally.
If you owe back child support and have no felony you will not get a passport based on arrears of a support order owed. If you are on probation you will not get a passport. These are the only two thing that can stop you from obtaining a passport unless further ordered by the courts. If you have been convicted of a felony and have served your time either in prison or probation with no charges pending you can get a passport.
