Answers:
You can attempt to get the court to recognize you as an adult -- by proving that you are capable of providing for yourself (food, shelter, etc.) and capable of making adult decisions.

The process is called "emancipation".

However, you become a legal adult at 18 anyway -- so depending on how long that is, it may be simpler to way since the court proceedings could last several months anyway.

Call child services, Google "child services" to get the number.
Provided you are in the U.S. You can emancipate yoursel as a minor, through the court system.
No idea which country you are in. You can goto the police and register a complaint. Depending on your situation and where you live you could also contact a womens helpline who would give you more information.
