Is it legal to open other people's mail in the UK?

I have recieved several letters at my address to a person that does not live here.
Is it legal to open them?
If not where does it say so, I can't find anything on the post office website.

It's ilegal to open them and to destroy them so you better give them back to the post office and ask not to get any more mail for that person.
