Are convicted felons allowed to participate in tennessee section 8 program?

I am asking for my sister who is disabled but has a past felony conviction. She is without a home due to an abusive spouse. Any help will be appreciated.

I hope not. Your sister should qualify for other programs do to her disability. How about you taking her in? The reason I feel that felon's shouldn't qualify for section 8 housing is because the State and or the Federal government already paid for her hand any other felon's housing. How much longer must tax payers have to pay?
