Do you have to pay to drop charges against someone?

Usually, yes. At least in some respect, like the cost of filing the paper work in order to drop the charges.

If anything else happens I suppose the police would figure you are crying wolf. The police could trump up charges against you if they are wanting to continue the investigation.
If you are thinking about family members, idk.
There is also intimidating a witness...hummm
