It depends on the situation - how imminent the threat is, the scope of the threat, the validity of the intelligence, the risks and benefits compared to the risks and benefits of other options...
In rare cases yes, if you see that they are moving there military towards you and prepping for a war then yes, but if you "think" they want war no, just prepare for war. Israel did a "pre-emtive" strike in the 6 day war. I believe that was wrong, they started the war there could have been peace talks.
This latest one is going so well, I guess I'd be a fool to think they are a bad idea.
