Is it legal for a municipality in NY to regulate the placement of a sign in a vehicle that is For Sale?

My neighbor was told that he could not have his car parked on his front lawn or in his own driveway with a for sale sign in it because it was a residential neighborhood and he didn't have permission.

It would supposedly be legal if he parked it in the street, though.

Is this allowed?

Sounds like exactly the type of thing a municipality can regulate. There are all types of cities and towns with weird restrictions concerning beautification. For example, Santa Fe, New Mexico requires all houses to be a certain color (brownish); other municipalities require anything from yard maintenance, holiday lights, to height restrictions. Some of these seem reasonable, whereas others seem completely unreasonable to me. However, the fact is that municipalities all have and all enforce to varying degrees beautification standards.
