An appeal was made to the court and the court made a ruling on the appeal.

The "losing" party filed a motion with the court asking them to reconsider the decision. This is different than moving the appeal up to another court.

If the court grants the motion and reconsiders the original appeal then the original decision could be reversed.

A Motion to Reconsider is a desperate (and very low chance) attempt to win your position in that court. An appeal is just what it says, taking the lower court's decision to the next higher court in the hierarchy of courts (whether federal or state). However, before appealing the decision of the appeals court (to the next higher appellate court), it is possible to request that the appeals court reconsider its decision based on a number of possible issues (judicial misconduct, change in law since case submitted, etc.). The reason that this is a low chance move should be obvious - the court is unlikely to change its verdict/rendering/decision without compelling reason(s) to do so.
