Best thing to do is contact the local police department they will be able to handle this. Make sure that you can prove that they have been contacting you.

probably not, though you could get a restraining order! A person who continually violates it makes the order moot! The police will never do anything to enforce her restraining order that she continually violates. Enough police die in domestic spats and don't need to enforce an order that is no longer enforceable!
Well, you just call the cops, and they'll take care of the prolbem. It's a criminal offense.
