Does welfare need reforming?

Currently, what guideliness and procedures do you think should be implemented and executed to encourage those who are on welfare to become independent of such an program?

Do yourself a favor, if you don't intend to answer the question move on.

Also, I realize certain individuals are dependent on such programs and I don't knock'em for it; however, I am referring to "everyone" else.

Answers:
Yes, but it already has been.

It reformed to allow families on TANF to only get 2 years max lifetime of help but not other programs. Most programs to help the poor are dependent on if a family is qualified to get this program or automatically denied. Families are only TANF eligible if no child support is received. (Meaning single moms might not get it but married families can-an approved method of discrimination of single/divorced moms again). Current system encourages lifelong dependency on auxiliary welfare like food stamps, because the supports to get working or stay working are underfunded or not available. Indeed there are no limits for collecting food stamps as long as your expenses are high compared to your income and as I explain below that is easy to do.

Universally all programs should require recipients to undergo drug testing or be disqualified from the program. All programs should do a better job at serving citizens than illegal immigrants. All programs should be revised to not reward people who buy their furniture from rent to own places and have car payments for newer cars without working or working for minimum wage.

Define your concept of welfare better. TANF is the only program in the US that pays cash to any given family per month. It amounts to less than $600 a month in any state.

Did you consider something else welfare? Medicare and social security are all some people get for working hard their entire lives and not being able to save for retirement. SSI needs to stop paying drug abusers and even people who have continuing problems with drugs. Otherwise it is an essential program that helps people with physical and mental illness that do need a bit more help to succeed.

Eliminating welfare and kicking people out to live in the street will make America a country that looks just like a third country. You can make the homeless move, but they will have to be somewhere if benefits are denied. No to mention, is it humane to say someone must be homeless forever. Once homeless it is difficult to not be homeless forever. Innocents and kids should not have to suffer. Poor and middle class are together in american economy.

*****To the poster that said kids should be in foster homes. Foster care parents get $2k a month or more to take care of ONE child not their own and twice as much for taking in a disabled child. It costs more to have a kid in foster care than helping a family stay together and have the tools needed to work if transportation or childcare is the only obstacle to working! Foster care is a big resource drain in any state.

*** Thanks 8of2kinds. I should have spelled it out, but I was not aware that someone would initiate a discussion of "welfare" without knowing the name of only social welfare program in the US.

That happened almost 7 years ago and it worked great. There is a time limit and then they are booted off the government teat.
6 months to help people in need , after that they are still elgible but have to work where the government tells them to . This way they will have 6 full months to find a job , and if they can't they won;t be thrown in the gutter , but be helped further by teaching responsibility . This is fair considering the tax payers are suffering from people taking advantage
Two things. time limits for people on welfare, they should be required to pay back what they recieved and if they have more children while on welfare the children should be raised in a foster home until the parent is back in the workforce. oh thats three things.
I think it does because all the gangstas can go and sign up for welfare and use it to fund their corrupt ways. It actually helps to raise the unemployment rate because more people want to be lazy because of it.
Depends on your definition of welfare. I don't consider Social Security disability or Medicare, welfare. As for SSI etc. We need to limit how much they can draw and for how long. We should also monitor it like we do unemployment. I don't mind helping people that are trying to help themselves but I hate the abusers. Problem is, I also can't blame the kids for their lazy parents and should they go hungry because of them? Back to Social Security disability, it does need reform also. Giving drug addicts disability is just dumb. Also there needs to be more agents to check on people to find out if they truly are disabled.
I think the 6 month limit is a good start, as well as having their jobs picked for them. But one thing that I would like to see, but will never happen, is that as long as you are receiving Government assistance, you should not be allowed to vote. Remember, voting is not a right, it is a privilege...don't believe me, do some research.
cosmic_something has the best answer. TANF is Temporary Assistance for Needy Families for the uninitiated.
I don't think all states follow the same method and policy. Although, the federal government does have restrictions, I'm pretty sure that the individual state has some control on the methods used for welfare or if you like; economic security.
An example would be; California requiring significant medical work up for some who has a mental issue but is with out the means to wait or pay for the work up procedures. Whereas, Arizona will take the individual immediately to a psychiatric system, diagnose and then provide the necessary service (welfare).\

So, if one significant change could be made, I would say make it the same all the way around, get that welfare Mom in and take care of her and then get her back to life (used welfare mom as example only)
YES welfare needs to be reformed... welfare is an inherited way of life for so many.. it was supposed to be for those struggling in between jobs.. not become one..there are so many ways to get people to work.. they get 6 weeks of help and if after that 6 weeks that don`t have a job then it`s to bad.. i have never in my life needed welfare.. i worked 3 part time jobs to raise my kids..welfare comes from our social security... the PEOPLE THAT HAVE JOBS.. i want this to come to an end.. i have worked since i was 14 and am now 44 and i am one pissed off person to think people are sitting at home not doing a damn thing waiting for my tax dollars to get them thru to the next hand out..our government made it to easy to get money by not doing anything..it`s now time to stop it.. if you can`t find a job where you live MOVE.. there are jobs to be had GO GET ONE.. people yell about illegals coming in and taking our jobs? well that's crap those on welfare are to fricken lazy to go get one...one instance.. this man cruises around in an omego real big supped up one.. he weighs a good 500 lbs.. since he started riding one.. oh that we paid for.. have seen him in the bars walking around just fine hell he walks better than i do.. well he says he has a heart defect.. well it`s amazing that the amount of alcohol he drinks doesn`t trigger some ill effect on his heart.. so many are getting away with too much ...
It definitely needs reforming, although I don't have all the ideas on what the best solution is. Workfare is one idea that I would want to see incorporated into the program though- meaning all recipients who can physically work would have to do so to be eligible, and if they could not get a job on their own, they could be put to work doing something for the good of the community in some way. Of course, this would create an even bigger need for childcare, but maybe some of those in workfare could do childcare work if they had no criminal record and no mental issues.

I am not so sure about incentives to get off the program though. At some point, a person should take the initiative to better their own life. But if they don't, how do we make them? I'd like to know that too.
