i heard that marijuana is legal in the state of new york! is that true or did i hear wrong?

No. It's not legal in any state for recreational use. It is legal in some states for medical use but New York is not one of them. Oregon is.
not legal in no parts of this here country. Move to Cali where you can get a note from the kindly doctor and buy it. Its still all illegal but the Feds arent inclined to stop it.
