In Washington state, is telling your spouse to f-off considered a form of harrassment?
Got in an argument with the husband and told him to f-off which caused him to get mad and take my phone pulling some hair, now he's in trouble with the police for DV cause he never told them that I instigated the fight.

No - he started the DV incident when he touched you.
You can tell people to f-off as long as you don't elevate that (in certain instances) to a threat or to the point where they feel imminent physical harm. Just telling your hubby to f-off should NOT have warranted him to harm you in any manner.
How did the police become involved if it was as simple as you state here? I think you are not being entirely honest or stating the full details.
