The President has the power of appending a signing statement to laws?
George W. has issued more than 750 signing statements relating to issues such as use of torture, whistle-blowing by government employees and the obligation of the exectutive branch to give congress informantion. All other Presidents together until now have used it 600 times total.

There is an ongoing controversy concerning the extensive use of signing statements by President George W. Bush to modify the meaning of laws. In July 2006, a task force of the American Bar Association described the use of signing statements to modify the meaning of duly enacted laws as "contrary to the rule of law and our constitutional system of separation of powers".[1]
Can some one explain this power more and is this a further example of his abuse of power?

He has the power to do nothing
It is also called a "finding". A situation where the President "finds" that an action must be taken, despite constraints against it by law. Let me give you one example. Years ago a famous TV newsman and anchor died. He was not eligible under law for burial at the National Cemetery in Arlington, Virginia. But, the President at the time signed a "finding" which permitted the burial, even though it was against the law.
It should be noted that several Secretaries of governmental departments also have the authority to sign "findings". Some of it concerns rather mundane matters. For example, Federal law prohibits payment of a dislocation allowance to a military member in connection with permanent change of station more than once in a fiscal year. But, the Secretary of that military service can issue a finding that the second permanent change of station is dictated by the needs of the service, negating the law.
To me, the ABA taks force report is much ado about nothing.
