Has anybody ever received a Parking Charge Notice for parking in Lidl from 'TPS Parking Solutions'?
They claim that you remained at the parking site for more than 1 1/2 hours, and state that you must pay £70.00 or a reduced amount of £45.00 before a certain date. I've heard that these scams are going around. Surely, if a parking offence had been committed, it would be issued by the council and not this company who seem to be situated in Bournemouth. Any advice would be helpful.

If it's a Lidl car park then it's nothing to do with the council. TPS do enforce parking policy for Lidl so you do need to contest this. YOU DO NOT HAVE TO PAY.

The above link suggests that you reply to advise them that you were not driving the vehicle on that day. As you are under no obligation to tell them who is, they can threaten you all they like but can't do a thing. I agree with them.

I got one for parking in Macdonalds carpark. I nipped accross the road to the bank and then went into Maccy's with the kids for tea. When I came out I had a penalty notice. The staff at Maccy's said that a security company is employed to enforce illegal parking there and they most probably saw me going to the bank first so slapped a ticket on.
I didn't pay it and I didn't contact the company. I was advised that these outside security firms will not pursue it if you don't pay and will not take you to court as they threaten. They have to prove that you were in the carpark for longer than the stated time and the cost for them to do this is not worth it. They use scare tactics to make people pay.
It's totally up to you if you decide to pay it or take the risk and not pay. It worked for me, I heard no more from them.
I suggest you contact the Lidl store immediately and ask to speak to the Duty Manager about your visit. You should ask him what the time limit is from the time you arrive and the time you go is. Also,ask him if there is a Parking Charge Notice currently in force and by what company. If there is a time limit which you have exceeded,and they operate a parking charge notice and which also tells you the company who enforces it,along with the fines involved,you may simply just have to pay up.However, if there is no notice about any type of parking offences in their car park,nor whom operates the patrols or the cosy of the fines themselves,then you could argue illegal clamping. If it is the latter,you should inform the Police immediately and take no bull**** from the firm of TPS Parking Solutions. Don't hang about in finding out! It COULD be a scam. ALan L.
P.S.There is no listing for TPS Parking Solutions in the Yellow Pages for Bournmouth. Call the cops!
An interesting question, All major shops withing city centres that have provided car parking spaces for there customers are now enforcing a parking policy to stop folk taking the mick and parking there all day for free leaving no spaces left for real customers, the system generally works by the use of cctv that clocks your Reg number on the way in and clocks it on the way out, anything over the stated time limit and you get a so called ticket through the door of the keepers address by then gaining your details through dvla. Now there are no laws being broken here, so you have done nothing criminal, its all civil law, they are basically pursuing you for breach of contract, ie you entered into a contract by parking in their parking spaces and agreeing to the t&c's of the car park. the fact that they are offering a "cut price" settlement ie £45.00 suggests that they are not keen to pursue it any futher, to be honest I can see this being difficult to prove as there are many factors that they cannot prove ie, although you are the keeper of the vehicle and responsible for its whereabouts, if you were not the driver you therefore entered no contact thus are not accountable for the fine, your Reg No could have been cloned, the CCTV timings are wrong, the list is endless. Dont ignore it though, as if they do pursue it and you ignore it the courts will see it as addmission of the fine and favour the company. If you thnks that its wrong, then contest it with the company, and complain to Lidls, they will not like unhappy customers who will not return due to an over zelous car parking enforcement company.

if its a lidl car park then its not controlled by council, they have a private company to do it. You can contest it by writing to them asking for proof, but if you were parked at lidl car park on the day they say you were it might be easier and cheaper to pay up. If on other hand you were not parked there ever then contest it and let them take you to court, they would need photographic evidence you were parked there
If I was the manager of this store I would be concerned that the security company might have an adverse effect on my trading levels.
As a member of the public, if a supermarket used a security company that ticketed me in this way, I would most certainly take my grocery shopping money to their rivals in the future.
Vote with your feet WRT the supermarket (and tell them that you are doing so), and pay nothing to any private ticketers.

What you havent said is whether you were in fact in Lidls on that day. If so, did you overstay? If so, check with Lidls whether they have in fact subcontracted their parking fines collection service to TPS. The fact that TPS' headquarters is in Bournemouth is probably irrelevant. It could be a big firm with an HQ in Bournemouth and sub-offices all over the country. Lidls are very enthusiastic about fining people who overstay in their car parks. It has nothing to do with the council because it is a private car park, not a council car park.
As to whether you need to say who was driving the car on that day, dont forget that Lidls has CCTV
