The RICO statute allows all people who are involved in a crime to be charged as being part of a criminal enterprise. It was developed to go after organized crime. The point is to get everyone involved, even the ones who are acting in a technically legal manner but are knowingly aiding the overall criminal enterprise. That way an entire orgnization is brought down, not just the ones who are overtly committing crimes. It is a controversial law, because it has been used to go after defense attornies for individuals under the theory that the fees they collect came from the criminal enterprise so they are liable to. The law has been scaled back to prevent this but there are still many who says the law goes too far.
