Texting 911?

This is a 3 part question. One can you text message 911? Two if you can who receives the text (phone company, local PD)? Three would it take longer to respond to, than a phone call?

Why on EARTH would someone do that?
No 911 center currently excepts text messaging. And yes it will take longer when it starts.

And no, it does not make sense to text when you can talk faster and better.
