How does being a good neighbor relate to being a good citizen? Is it possible to obey all the laws but still not be a responsible citizen? Is it possible to break the law but still be a good citizen?

The answer would be no, no, no. Don't get it all messed up. This dosen't concern law, or citizen at all. It concerns attitude. First change comes from within. Following the law dosen't make you a good and model citizen. Breaking the law dosen't necessarily mean your a bad citizen too. For example, if you speed while driving coz your in a rush; your husband just met an accident, does that mean your a bad citizen? It starts in the heart, in the mind. One must be first responsible, obedient, etc. If you're responsible, then you wouldn't have to worry bout law, you're sure to follow them even without knowing what law is. But even if you memorize all thousand of the law and yet am not responsible, what use is it in knowing law? Lawyers know law damn well, that dosen't make them model citizens.
Neighbors can be trashy and noisy and eyesore-generators, without flatly breaking ordinances. I've had a few who did it. There's no law against pulling down property values or letting your house delapidate. I'm not sure if that's sad, but I do know that it's true. most times, most places.
Being a good neighbor is really a matter of respect for your neighbor - and that's consistent with being a good citizen.
It is possible to obey all laws and not be a good citizen because courtesy, respect, and kindness and consideration are not laws.
It is rather difficult to be considered a good citizen when you break the law.
