ok, i want to do a petition for the whole US to stop euthanizing animals that are in shelters with no health concerns. approximately how many will have to sign?

You can submit petitions until they come out your ears for all the good it would do, as far as the federal government is concerned.
The federal government does not operate under the premise of private petitions getting an issue on the ballot during elections, regardless of how many signatures you get. You have to get your Senator or Congress-critter to sponsor a bill to be introduced as legislation in the House or Senate and then it has to go through the long process involved in getting through committee(s), the floor vote, the presidential signing/veto, etc. And then there would be the endless litigation over the constitutionality of the law which could take years and years.
If you live in a state, like California, that has provisions for petitioned propositions on election ballots, then you can do it in your home state if you can get the required number of signatures. Usually 10% of the number of voters who voted in the previous election.
But I don't think it's an issue that is going to gather much steam to be popular with the general public.
Maybe you would like to adopt them?
Uh, not only would about a billion people have to sign, but they would each have to donate about $100 each to feed, shelter and provide medical care for those animals.
I hate the idea of shelter animals dying as much as you do, but as long as people refuse to spay or neuter their pets, or to do anything to control the population of unwanted animals, there isn't much that a petition to stop them can do. Do you think they want to euthanize the pets? Come on, of course not. It's a matter of money most of the time, especially with public or non-profit shelters.
Focus on the real problem.
Maybe we should focus on our own kind before we worry so much about the animals. Yes I hate it too.
But I also hate when people think its just fine to kill their own young (abortion, child abuse..) but think its worse to harm an animal.
Of greater concern to the security and peace of our nation is the innocent blood of the unborn that cries to God from the ground for justice. He will not turn a deaf ear and "vengeance is Mine sayeth the Almighty".
God will allow our enemies to destroy such a wicked country. Look all down through history and see if its not so.
Can't you feel the slipping away of our decent culture from the top echelon of power to the lowest? There is no one answering to the will of the people anymore. How can they respect us of we can't respect our own unborn. .do you really think as bad as it already is it won't get worse?..do something worth while and help stop the cannibalizing of our own children sacrificed at the altar of our selfish lifestyles.
I know this isn't what you wanted to hear..but its not about us or our selfish rights...its about life and our children and our country. He that hath and ear let him hear. "All it takes for evil to overcome good is for good men to do nothing".
