It depends where you are -- check the website for the food and beverage commission (or something related to that) in your area. A lot of states and cities say now that you have to have all food made in a state-approved and state-inspected kitchen to legally sell it to the public, whether you cook it in a restaurant kitchen or make them and home and sell them. It's a pretty hefty fine if you break that law, so make sure before you sell anything.
Legal maybe. You would need a kitchen that passes state inspection easier to by a truck with a kitchen a loncheras. And of course you need a business licence
You don't give your municipality, but most likely you would need a permit to sell the food. Also, your food prep area would need to be inspected by the Department of Health. There may be other requirements based on your location.
Of course, you could try it without the proper documentation in order to "test" the market but be prepared to receive a citation. Personally I would reccomend starting out on the right foot and getting the required permits!

It depends on the city and state you are in, but you will probably need insurance and a vendor's license. Also, you will not be able to sell on DMV property. Hope I haven't crushed any entrepreneurial dreams.
You're product needs to be made in an approved facility (Health Inspected facility with a current license) and you might need to have a peddler's license also. Your best to contact your nearest Food &Health Inspection agency, they'll answer all your questions.
