Does Ticketmaster handle all traffic tickets too?

Huh? Are you talking about the Ticketmaster that deals with entertainment tickets? Traffic citations are not handled through Ticketmaster.

I don't know what state you are in, but Texas recently passed a statute that enables outsourcing delinquent fines and fees assessed through courts. Basically, if you received a speeding citation, or a court assessed fine in the state of Texas, and have not paid it, you may be contacted by a third party for collections of the fine. But it wont be Ticketmaster. More than likely, it will be a law firm.
