I think so. I think a good neighbor is someone who is considerate and friendly and wants to work with you because you share the same neighborhood and have common ground.
And a good neighbor helps their neighbors where they can.
A good friend has the same traits and also has trust and enjoyment of each other's company.
i cannot stand my next door neighbor, but i respect her rights...we dont mow the yard too early or too late, when her dog is outside and i let mine out, i bring them in right away, (they bark at each other thru the fence), i try to rake my leaves before they blow into her yard. i smile and make small talk, but she seems to like my husband more than me,,ha,,we're going to be neighbors for a very long time (sigh)
